      Several thoughts

      How much flow from the exhaust. Is it “NORMAL” output?
      You did not mention the actual through hull it self. Could be
      partially blocked.

      Take the end caps off the heat exchanger and try and clean the
      tubes themselves with a small bottle brush or blow through them
      with compressed air
